On September 29, 2025, eight Arab and Muslim states—Qatar, Jordan, the UAE, Indonesia, Pakistan, Turkey, Saudi Arabia, and Egypt—issued a joint statement at the foreign ministerial level, welcoming the U.S. President’s plan to end the war in Gaza and expressing readiness to cooperate on its implementation.

The U.S. plan is a 20-point framework that includes the demilitarization of Gaza, the establishment of temporary International Stabilization Forces (ISF), and a phased release of hostages in conjunction with an exchange of detained persons and the gradual withdrawal of Israeli forces.

The White House set a deadline of October 5 for the start of implementation, while Arab capitals agreed to provide a political “umbrella” for its execution.

Hamas, as of the ultimatum’s expiration, generally agreed to the Trump plan but refrained from taking a clear stance on its key provisions. The likelihood of Hamas resuming large-scale military actions remains low, as the organization has exhausted its military capacity and lost maneuverability.
