On November 18, 2025, the European Commission launched market investigations into the cloud computing services of Amazon and Microsoft in accordance with the Digital Markets Act (DMA), which aims to limit the influence of large tech companies and ensure equal conditions for smaller competitors.

Subsequently, the institution uses investigations against American tech companies as a tool to shift the balance of negotiations. The DMA is turning for Brussels into a lever through which it can shape the framework of dialogue with Washington in the sphere of technological interdependence.

This interdependence for American corporations lies in the fact that Europe still remains the most attractive and profitable external market, while for the EU, American technologies simultaneously form the main part of its own technological sovereignty.
