On April 15, 2026, Chinese officials held consultations with suppliers of solar panel manufacturing equipment, considering the possibility of restricting exports of the most advanced technologies to the United States. This signal of a potential narrowing of access to critical production equipment is shaping a new risk for U.S. energy and technology projects.

Just a few days after these consultations, Elon Musk finalized a $2.9 billion agreement to purchase solar panel manufacturing equipment, which appears to be an attempt to secure access to production capacity ahead of possible restrictions. 

This synchronization between business decisions and signals from Beijing reflects a shift in the logic of competition—from competition for end markets to competition for access to means of production.
