Sanctions on Lukoil reveal a structural vulnerability in Russia’s economy

On December 4, 2025, the U.S. deferred sanctions against Lukoil gas stations located outside Russia until April 29. Lukoil is one of the leading players in Moldova and Bulgaria, and also operates about 600 stations in Turkey and over 300 in Romania.
With this decision, the Donald Trump government is building a model of sanctions management. In this model, deferring restrictions on Lukoil's foreign assets serves as a tool for the regulated weakening of Russian presence in energy markets.
It also creates favorable parameters for the entry of American corporations into segments that for decades supported Moscow's foreign policy levers.
