QUAD Ministerial meeting: reimagining the Alliance’s role and Marco Rubio’s attempt to restore partner trust

Solid Info
On July 1, 2025, the second QUAD ministerial meeting of foreign ministers since President Donald Trump’s inauguration took place in Washington. Its outcome was the declaration of a new strategic framework aimed at transforming QUAD into an “effective mechanism for practical cooperation.”
According to the framework, the alliance will focus on four areas of cooperation: maritime security, economic security, joint efforts in critical resources and advanced technologies, and crisis response.
A particular emphasis of their future collaboration will be the diversification of rare earth metal supply chains through the new QUAD Critical Minerals Initiative platform.
The QUAD foreign ministers’ meeting was intended to stabilize U.S. relations with key Indo-Pacific allies, which had significantly deteriorated following the “anti-nuclear” campaign in Iran, ultimatums regarding tariffs, and pressure to increase defense spending to 3.5% of GDP.
