The QUAD Foreign Ministers' Meeting in New Delhi: Refreshing the Coalition Consensus and Responding to China's Pacific Plans

On May 26, 2026, the Indian government hosted the first meeting of QUAD Foreign Ministers in New Delhi after a three-year pause. Following the meeting, the coalition’s member states announced the launch of a series of critical initiatives in economic, logistics, and maritime security.
In particular, they agreed to launch a comprehensive system for monitoring ship movements in the Indo-Pacific, the Indo-Pacific Maritime Surveillance Collaboration (IPMSC), deploy new port infrastructure with an inaugural project in Fiji, strengthen cooperation on diversifying supply chains for critical minerals and rare earth metals, and expand partnerships on the secure laying of subsea cables and the development of 6G and AI technologies.
The key institutional achievement of the meeting was the announcement of a future QUAD leaders’ summit, which was last held in Wilmington in September 2024, during President Joe Biden’s administration.
