On May 3, 2025, after a vote by the residents of Boca Chica, Texas, who were mostly SpaceX employees, Elon Musk created his own municipality in the United States called Starbase.

With Bobby Peden, SpaceX vice president and close to Elon Musk, as mayor, the Starbase municipality is delegating all key infrastructure responsibilities to SpaceX in an unprecedented move, from land use planning to launch security.

This means that instead of months of coordination with the county, the company solely determines the dates and routes for closing roads, parks, and beaches, quickly adapting the city's policy to the schedule of the Starship and Super Heavy tests.
