On September 10, 2025, Oracle and OpenAI signed a $300 billion, five-year agreement starting in 2027. Under this deal, OpenAI acquired extensive computing power from Oracle for AI development, making it one of the largest cloud contracts in history.

This agreement is part of the Stargate project, which has seen investments exceeding $400 billion and launched the first of at least five planned data centers on September 23.

These billion-dollar business deals indicate that Oracle is actively shaping a digital infrastructure model by creating a Digital ID, using Britain as a testing ground for developing a global data architecture.

Larry Ellison, as early as September 2024, stated that AI would “control every person” and make them better, essentially articulating the concept of a digital passport. Today, this idea is being translated into British state policy, with the UK boasting a GDP of $3.9 trillion and 34 million employed citizens.
