Like other Chinese punitive laws, the new directive is retroactive and extraterritorial (applies to the whole world). According to Xi Jinping’s instructions, foreign citizens and organizations accused by Beijing of “supporting Taiwan’s independence” may be subject to this directive. Earlier, China introduced similar rules for Hong Kong.
