China blocked this conversation for 18 months, which was another manifestation of the Biden administration’s success in persuading China to comply with the “rules of competition.”

The resumption of communication between the US and Chinese defense ministers is seen as a “basic” point in the development of a new model of “competition management and prevention of escalating risks,” which, in a broader context, should become one of the elements of a “lattice” security system in the Indo-Pacific, especially in terms of deterring the PLA.
