The flip side of transactional realism: China seizes strategic influence in Eastern Europe and Southeast Asia as USAID and USAGM pull back

On March 17, 2025, the Chinese state agency China Aid expressed its readiness to participate in the post-war reconstruction of Ukraine.

They emphasized that since February 2022, China has provided up to $2.5 million in humanitarian aid to Ukraine, and is now ready to continue providing aid with Kyiv’s consent.

The total cost of rebuilding Ukraine is estimated at least $524 billion. This is less than the Sino-Russian trade turnover during Russia’s full-scale war in Ukraine (about $700 billion as of March).
