Speaker Johnson’s slowdown in aid to Ukraine and Taiwan reflects the strengthening of a new foreign policy track that is influencing U.S. military doctrine

On February 14, Speaker of the House of Representatives Mike Johnson announced that the House would adjourn until February 28, making it impossible to pass a $95 billion aid package for Ukraine, Israel, and Taiwan.

The package, which includes $61 billion for Ukraine, was passed by the Senate on February 8 but was not supported by House Speaker Johnson due to his disagreement with the lack of provisions to strengthen control on the southern border.

Contrary to the view held by most experts, which simplifies the explanation of Mike Johnson’s behavior as his loyalty to former President Donald Trump and deep ties to the MAGA movement, the motives behind his decision are much deeper.
