The United States is implementing a new phase of the “lattice” military-industrial system together with Japan harnessing the capabilities of its military-industrial complex

On June 6, 2024, US Ambassador to Japan Rahm Emanuel said that Washington plans to use the experience of integrating the military-industrial complexes of the United States and Japan in building defense relations with other countries in the Indo-Pacific and Euro-Atlantic.

This refers to launching a special platform, DICAS (Defense Industrial Cooperation, Acquisition and Sustainment), established by President Biden and Prime Minister Kishida during the Washington Summit in April 2024 and coordinated by the Pentagon and the Ministry of Defense of Japan.

DICAS, which is due to start operating in June, will be responsible for large-scale military-industrial cooperation: development and production of missiles and missile systems (including Patriot); maintenance of warships and aircraft; creation of a joint ecosystem of scientific and technological defense capabilities; and training of highly qualified personnel (as pilots of advanced fighters operating based on AI technologies).
