On March 18, 2024, Admiral John Aquilino, the head of U.S. Indo-Pacific Command (USINDOPACOM), published his final report to Congress as regional commander. Admiral Samuel Paparo will soon replace him.

Admiral Aquilino's final words were a warning: The United States faces the greatest threat since World War II from China, which is joining forces with Russia, Iran, and the DPRK for military expansion.

He emphasized that despite the significant deterioration of the Chinese economy, all indicators recorded by USINDOPACOM indicate that the PLA is rapidly modernizing to prepare for an invasion of Taiwan in 2027 and a possible clash with democratic associates.

He also emphasized that China is expanding the geography of its aggressive tactics, targeting India and the Philippines.

From 2021 to 2024, the United States' strategic adversaries launched the most aggressive foreign expansion in a decade, catalyzed by Russia's Beijing-backed full-scale invasion of Ukraine.
